For over 30 years, Dr. Terri Hill has provided medical care to patients throughout our community and seen firsthand the barriers to care her patients face.

As a physician, she is committed to listening to the complaints, evaluating the information, making correct diagnoses, understanding the root causes, and prescribing and executing an effective treatment plan. As an experienced legislator, she appreciates that responding to a problem without understanding and addressing the cause may improve appearances temporarily but does little to solve the problem and is usually more costly over time. The obvious solutions are not always the right ones; and reaching the best solution usually requires collaboration, cooperation, a willingness to hear and address legitimate and conflicting stakeholder concerns, and time to assemble the resources to ensure long-term success.

Terri is a champion for protecting and expanding reproductive healthcare. In the wake of the Supreme Court decision, overturning Roe. V. Wade, Terri worked to deliver abortion protections for Maryland. She is ready to take this fight to Congress make sure the right to abortion and reproductive healthcare is protected for all Americans.

Supporting Maryland’s working families has been central to Terri’s career as a legislator, physician, and small business owner. She was on the frontline of the Covid crisis, working with her colleagues to ensure job protections and extend benefits for Maryland workers. At a time where families across the country are struggling with rising costs, she is prepared to push policies to create a more just economy for everyone.

She fought to pass legislation to make prescription drugs affordable for Maryland families, and has continued to work to eliminate barriers to quality, affordable health care. In Congress she’ll continue to advocate for healthcare accessibility across the life span, including mental and behavioral health.

In the General Assembly, she has passed statues to promoting environmental sustainability and prioritized climate change legislation with a goal of making Maryland carbon neutral by 2045. With a scientific background, Terri is prepared to address the climate crisis with fact-based solutions.

Terri understands that emerging technologies present benefits and growth opportunities across industries— many of these innovations being developed here in Maryland. She also recognizes the potential challenges that can arise from AI and other technological advancements. Terri is committed to working with legislators and industry leaders to ensure this innovation is safe and trustworthy.

With hate crimes and attacks on LGBTQ+ rights on the rise, Terri will oppose legislation targeting these communities and fight to ensure we remain a welcoming place for all. This includes passing meaningful gun safety reforms and addressing the gun violence epidemic.
